Fiduciary Trust International Welcomes Scott Small as Trust Counsel, Continuing Drive to Expand Service for Clients and Prospects in Pennsylvania

Firm Also Congratulates John Hill’s Promotion to Regional Director of Trust Administration and Susan Bartels on Elevation to Head of Special Needs Trust/Guardianship Unit

Fiduciary Trust International, a global wealth manager and wholly-owned subsidiary of Franklin Templeton, announces that Scott Small has joined the firm as a trust counsel based in its Radnor office.

In his new role, Mr. Small will work with clients on holistic review of estate and wealth transfer plans, in collaboration with relationship teams and clients’ external professional advisors. He will also work with other Fiduciary Trust International teams across the country to deliver the full breadth of the organization’s offerings to clients.

“Scott’s background in trust administration, wealth management, and client relationship-building make him an ideal addition to our Radnor office, which now includes more than 60 investment and trust professionals,” said Julie Strong Karnavas, Fiduciary Trust International regional managing director for Pennsylvania. “We are proud to be in a position to continue building out the expertise and service we can provide to clients and prospects over the long term.”

Mr. Small was most recently a senior vice president of estate services, and senior regional fiduciary manager for the US East and North areas, at Wells Fargo Wealth and Investment Management. He also served as senior vice president of trust services at Wells Fargo Private Bank in Radnor, where he led a team of more than 30 trust and fiduciary professionals in the Northeast. Earlier in his career, Mr. Small was first vice president, and senior national and managing director of specialized fiduciary services, at BNY Mellon Wealth Management in Philadelphia.

Mr. Small was elected to a three-year term on the board of governors of the Philadelphia Bar Association, where he was also chair of the Probate and Trust Law Section and a member of the executive council. He also served as president of the Philadelphia Estate Planning Council, and was a member of its board of directors. Mr. Small earned his JD cum laude from the University of Florida, where he was associate editor of the University of Florida Law Review, and received his BA cum laude in classical languages and literature from the University of Michigan.

In addition to Mr. Small’s new role, two senior team members in Fiduciary Trust International’s Radnor office, John Hill and Susan Bartels, have been appointed to new positions. Mr. Hill, who joined the firm in 2021 as a senior trust officer, is now regional director of trust administration for Pennsylvania. Ms. Bartels is now director of the firm’s Special Needs Trust/Guardianship Unit.

Mr. Hill serves on the Management Oversight Committee of Fiduciary Trust International’s Radnor office. Prior to joining the firm, he was a senior trust advisor for Vanguard. He began his career as a relationship manager at Wells Fargo, where he provided fiduciary oversight for trusts and estates. Mr. Hill holds the Certified Financial Planner designation.

Ms. Bartels manages a dedicated team of professionals who are skilled at administering accounts requiring special needs trust and guardianship, which require specialized expertise. She was previously director of human resources at Pennsylvania Trust Co., acquired by Fiduciary Trust International in 2020. Earlier in her career, Ms. Bartels was president of Spartan Capital Management, and director of human resources for Glenmede.
